Bleach the Sewers, why not?

According to SFGate, San Francisco is planning to dump gallons upon gallons of bleach into the sewer system to combat the increasing smell of waste in the Mission Bay area. The theory is that due to all of the low-flow toilets, the lack of water is increasing the odor permeating from the city’s antiquated sewer system. So, the solution will be to dump bleach, yes, bleach, into the sewer to combat the smell, disregarding the fact that the sewage eventual drains into the bay. Fish? ya, we didn’t need those guys anyways.
